While controversy continues to rage in Bulgaria over the plans to close the older units at the Kozloduy plant under pressure from the EU, Bulgarian prime minister Simeon Saxe-Coburg-Gotha said that the government plans to resume the construction of the nuclear power plant at Belene. The plant was mothballed in the early 1990s over environmental concerns.

It will take at least 6-7 years following a possible political decision to start the Belene plant. Over 7000 people will be employed on the project.

The EU energy commissioner Loyola de Palacio said that the EU would have no objection in principle to resuming construction at Belene.
