US start-up Standard Nuclear has announced construction and regulatory approval milestones for two of its upcoming TRISO (Tristructural Isotropic) nuclear fuel production facilities. Construction is substantially complete at its SN-TN plant in Tennessee and SN-ID plant in Idaho, with both facilities also securing approval of their Preliminary Documented Safety Analyses (PDSAs) from the Department of Energy (DOE).
SN-TN and SN-ID are identical plants each expected to initially add up to 1 tonne of uranium of annual TRISO capacity, scaling up to a combined 5 tonnes a year. Individual footprints allow seamless modular scaling up to 2.5 tonnes a year each without expanding outward or acquiring more land. SN-0, Standard Nuclear’s existing operational facility in Oak Ridge, Tennessee, is currently producing up to 0.5 tonnes a year. The two new facilities are designed to operate as Hazard Category 2 (HC-2) nuclear facilities once fully authorised by DOE. Start-up, licensing, and commissioning activities are underway. Standard Nuclear’s long-term plans include an expansive site, SN-TN20, capable of introducing up to 20 tonnes a year, pushing toward an eventual long-term aggregate target of 40 tonnes annually.
Standard Nuclear’s primary manufacturing campus spans a 36.8-acre parcel situated within the historic Heritage Center Industrial Park (the former Manhattan Project K-25 nuclear site). This specific industrial park has evolved into a private advanced nuclear technology hub. Standard Nuclear shares the immediate area with other prominent next-generation energy firms, including Radiant Nuclear. The Oak Ridge City Council formally approved transferring additional property inside the Heritage Center footprint directly to Standard Nuclear, securing the expansion acreage needed to build the SN-TN20 facility on the same campus
An additional fuel line is under construction via a joint venture (JV) with Framatome agreed in September 2025 using an existing Nuclear Regulatory Commission (NRC) licence. The Standard Nuclear-Framatome JV establishes a commercial-scale manufacturing alliance combining Framatome’s extensive industrial fuel cycle infrastructure with Standard Nuclear’s technical fabrication expertise to build a reliable, reactor-agnostic advanced fuel supply chain. The JV is constructing a dedicated TRISO production line at Framatome’s existing NRC-licensed facility in Richland, Washington. It plans to initially produce 2 tonnes of TRISO fuel annually, scaling up quickly to fulfil regional and international demand. NRC has finalised a crucial 10 CFR Part 70 licence amendment allowing uranium enrichment levels up to 10% at the Richland site. Commercial manufacturing is on schedule to start in 2027.
Standard Nuclear is a private company that emerged in 2024 out of the bankruptcy assets of the Ultra Safe Nuclear Corporation (USNC), purchasing its core fuel technologies and production facilities at auction for $28m. The company is supported by national security venture firms such as Decisive Point and Andreessen Horowitz.
The company funded its high-assay low-enriched uranium (HALEU)-to-TRISO infrastructure rollout via recent public capital raises and strategic government partnerships to target a rapidly growing advanced nuclear fuel supply chain market. In July 2026, Standard Nuclear successfully raised $150m in its initial public offering (IPO). The capital is earmarked to support the deployment of its modular manufacturing facilities, operational working capital, and tech integration.
DOE heavily underwrites the upstream ecosystem through a $2.7bn federal allocation for domestic HALEU fuel independence. This includes massive capital distributions to enrichment players to secure feedstock for fuel processors. Standard Nuclear has a running Other Transaction Agreement (OTA) with the DOE. Under this agreement, the company physically processes government-allocated HALEU feedstock into commercial TRISO cores for utility developers such as Radiant.
Standard Nuclear has benefitted from continuing support from DOE, which provides critical regulatory framework, material supply, and project funding. In August 2025, the DOE conditionally selected Standard Nuclear as the first participant in its Fuel Line Pilot Program under Executive Order 14299. Through a unique agreement, DOE directly regulates and reviews commercial fuel production at the Tennessee (SN-TN) and Idaho (SN-ID) facilities rather than the NRC through which it approved the critical PDSAs for the two new plants.
The company also collaborates with the INL to streamline its progress through rigorous nuclear facility safety guidelines. Advanced reactors require HALEU and DOE committed to allocating HALEU from its own stockpiles to Standard Nuclear to fulfil fuel manufacturing requirements. In January 2026, Standard Nuclear became the first company to physically receive HALEU feedstock under this programme at its Oak Ridge facility.
In June 2026, DOE selected Standard Nuclear for advanced contract negotiations under the Surplus Plutonium Utilization Program. Standard Nuclear will work with DOE to wrap surplus plutonium into its secure, corrosion-resistant TRISO silicon carbide architecture, neutralising weapon-grade materials by turning them into commercial reactor fuel. Standard Nuclear is also an industrial partner in Project Prometheus, a newly launched $60m Phase II DOE programme under the Genesis Mission. The project integrates artificial intelligence into advanced nuclear fuel and design optimisation alongside elite national labs.
Despite all this support, Standard Nuclear is careful to hedge its bets. Its announcement of the latest milestones included a forward-looking statement which was twice as long as the reported developments.
