Magnox South Limited, comprising of Berkeley, Bradwell, Dungeness, Hinkley and Sizewell Sites, have all ceased generation and are currently at different stages of decommissioning.
During the periods of construction at each site, asbestos was utilised extensively within the industry, which was contained within a large number of materials, due to its fire resistant and insulation properties. The Sizewell A Site has identified large quantities of asbestos containing materials throughout the plant, which requires ongoing surveillance and monitoring of these materials and their condition. Although Sizewell A Site has commenced projects specifically targeting the removal of asbestos containing materials, Sizewell A currently maintains the main requirement for monitoring asbestos. All other sites within Magnox South are at a later stage of decommissioning and have a reduced requirement for asbestos monitoring.

Contract Provisions.
Magnox South is planning to carry out a call for competition for a 2 Year + 1 Optional Year Framework Contract under NEC3 Terms, for Asbestos Monitoring and Consultancy, predominately at Sizewell A Site, with an option for other Magnox South Sites to utilise asbestos monitoring and consultancy services on an ‘ad-hoc’ basis. The District Survey Laboratory located approximately two miles from Sizewell A Site, is also within the Sizewell A scope.
Sizewell A Site Requirements.
The successful Contractor would be required to carry out routine inspections in the form of air monitoring and visual inspection across all Sites, with a record of findings being maintained in the form of a register on the Asbestos Database. The Contractor would also be responsible for maintaining the Site Register and Asbestos Database. The Contractor would provide the Site Asbestos Competent Person (ACP), with reports on the status/conditions of asbestos as requested and extracts from the database in support of risk assessment generation for work order card production or as requested.
In addition to routine monitoring, the Contractor would be required to provide analysis of ad-hoc samples produced through the waste route, defect, maintenance and project work and as required, Type 3 surveys. The Contractor would be expected to co-operate with the on-site incumbent insulation and access Contractor and provide personal sampling, environment monitoring and clearance reports in support of their activities such as encapsulation, minor strips and fall clearance works.
All works must be in compliance with the Control of Asbestos Regulations 2006 and the Health & Safety at Work Act.
In addition, the Sizewell A Site has two asbestos laboratory facilities situated on site that the Contractor will maintain to UKAS accreditation. One laboratory is situated within the Radiological Controlled Area and can be used for the analysis of radiological contaminated samples. The main laboratory is situated in the site accommodation to be utilised by the Contractor.
There are also three asbestos decontamination units at Sizewell A that the Contractor will be required to monitor and check the waste water and conduct air samples on a regular basis.
The Contractor will also be required to provide guidance and advice on all matters relating to asbestos and support the ACP.
The Contractor would have to demonstrate and maintain records of training, experience and medicals of all their personnel who carry out work in support of the Site. Records are to be available on site for inspection by the Sub-Contract Manager and for audit purposes.
The Contractor must provide his own Respiratory and Personal Protective Equipment (RPE & PPE) and ensure that face fits are completed and records maintained for all personnel. Protective clothing should be provided and worn by the Contractor when entering an asbestos or man made mineral fibre area work area. The Contractor is also responsible for the disposal of their RPE and PPE.
Sizewell A Site Optional Works.
There are potential opportunities for major project works such as ACM removals within specific areas of site. These will require the support of the Contractor to carry out all aspects of environmental monitoring as previously listed and in addition attend project progress meetings. The Contractor should identify rates for overtime showing times to which they apply, accommodation and any other rates that would apply. No optional works are guaranteed as part of this Contract and are dependant on suitable funding and authorisation from our customer, the Nuclear Decommissioning Authority.
Other Site Requirements.
All other sites forming part of the potential framework agreement, being Berkeley, Bradwell, Dungeness and Hinkley, will potentially utilise the agreement on an ‘as and when’ basis and as such, suitable rates would be supplied by all tenderers for this provision to be available to each of these four sites, should there be a requirement for asbestos monitoring and consultancy services.
