DESCRIPTION:

Pursuant to the Framework Agreement between the Republic of Bulgaria and the European Bank for Reconstruction and Development (EBRD), the Kozloduy International Decommissioning Support Fund (KIDSF) in Bulgaria, administered by the EBRD, has been financing and co-financing preparation and implementation of selected projects that would assist in the necessary restructuring, upgrading and modernisation of the energy production, transmission and distribution sectors and to improve energy efficiency.

In order to assess the up-to-date demand for support in the energy sector and prospective needs as well as to identify mitigating projects/measures to be supported by KIDSF in the period 2010-2013, MEET will use the services of a Strategy Consultant.

The Strategy Consultant shall be expected to accomplish the following tasks:

- Survey of the energy sector and assessment of the demand for support in line with priority areas and strategic objectives;

- Elaboration of a methodology and eligibility criteria for selection of specific projects to be supported by KIDSF;

- Preparation of the marketing plan, public relation concept and press releases;

- Identification and justification of specific projects in the defined areas;

- Assistance to the MEET for the preparation of the yearly programmes of the implementation;

The Strategy Consultant shall be selected in accordance with the procedures set out in Section 5 of the EBRD Procurement Policies and Rules.

Anticipated start date is 01 September 2010, the engagement of the Strategy Consultant assignment is by 31 November 2012.

Maximum Budget Available for the Assignment: 300 000 Euro

Funding Source: KIDSF

Eligibility: Consultant selection will be carried out in accordance with EBRD PP&R, with exception of country eligibility restrictions defined in KIDSF Rules and will be open to consultants from eligible countries as of 1 May 2010, which are: EU member states, Switzerland and the EBRD’s countries of operation.

Consultant’s Profile: The Strategy Consultant might be a company/consortium/team of experts, which has established adequate capability, experience and skills.

The Consultant’s team for the assignment shall include key experts with expertise in all of the following key areas:

? programming and project structuring;

? financial procedures;

? allocation of loans;

? co-financing procedures;

? energy efficiency;

? power generation and distribution,

? utilization of renewable energy sources (ie wind, hydro, solar, biomass);

? production of biofuels;

? district heating,

? co-generation,

? development of power and gas systems

? public-private partnerships.

One key expert may provide expertise in more than one of the above listed areas. All key experts shall have at least 10 years experience in the relevant field.

The company/consortium/team of experts shall have experience in Bulgaria.

Status: Interested companies/consortia/teams of experts are hereby invited to submit expressions of interest.

In order to determine the capability and experience of the consulting companies/consortia/teams of experts, seeking to be shortlisted, the information submitted should include the following:

- Company/Team of experts/Consortium profile;

- Experience in similar assignments in the last 10 years (not more than 5 project references)

- Brief description of the Company/Team of experts/Consortium’s key experts, their background and role in the assignment.

The above information should not exceed 15 pages.

One original and five copies of the above documentation, in English, should be submitted to MEET in sealed envelope marked “Expression of Interest – Strategy Consultant”, not later than 15:00 local Bulgarian time on 03/08/2010 at the following address:
