WIPP transportation services, USA (Deadline: 17 May 2011)

The U.S. Department of Energy (DOE) is procuring the continuation of carrier services for the award of a contract or contracts for the transport of contact-handled (CH) and remote-handled (RH) transuranic (TRU) wastes and mixed hazardous constituents, including polychlorinated biphenyls (PCBs) and asbestos between various DOE sites across the country and the Waste Isolation Pilot Plant (WIPP) near Carlsbad, New Mexico.

The transport of TRU waste is accomplished by contract carriers that transport the waste via public highways on custom designed trailers in Nuclear Regulatory Commission (NRC) approved packages. The contract will be an Indefinite Delivery/ Indefinite Quantity (ID/IQ) contract using firm-fixed- price delivery task orders over a five-year contract period, consisting of a one year base ordering period and four additional one-year option ordering periods.

This procurement will replace two existing carrier contracts that will expire March 2012 and September 2012, respectively. Two contracts are anticipated to be awarded by March 2012. The carriers are responsible for transitioning the work from the current carrier contractors without interruption, and maintaining the WIPP disposal schedule.

NOTE - THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. DOE will only accept proposals from small businesses that do not exceed the small business size standard of $25.5M in average annual receipts under NAICS code 484230 "Specialized Freight (except used goods) Trucking, Long-Distance."
