The European Court of Justice has declared that the European Union Council of Ministers made mistakes when it ratified the global Convention on Nuclear Safety in December 1998. That document declared that Euratom was competent for purposes of the convention in only radiation protection and information for emergency planning. The court said that declaration had unjustifiably restricted the scope of Euratom’s competence, and that Euratom is also competent in nuclear installation safety, siting of nuclear facilities, and operational safety.
