US companies NANO Nuclear Energy, IP3 Corporation, and Cybernetic Intelligence have signed a non-binding Letter of Intent (LOI) to jointly explore nuclear-powered artificial intelligence (AI), national security, and computing infrastructure opportunities.
Under this strategic framework, the three companies plan to evaluate diverse infrastructure projects across the US and select international markets. These projects include military reactor programmes, power systems for defence and intelligence facilities, high-performance AI computing infrastructure, and maritime nuclear applications. The collaboration leverages the complementary capabilities of each participant to build a secure commercial pathway for advanced microreactors.
NANO Nuclear Energy serves as the preferred provider, contributing its advanced microreactor technology, nuclear fuel supply, logistics, and reactor operations. NANO’s lead technology is the KRONOS MMR, a 15 MWe high-temperature gas-cooled reactor designed to be buried underground for enhanced physical safety. NANO has applied to the Nuclear Regulatory Commission (NRC) to build a demonstration unit at the University of Illinois Urbana-Champaign. It is also developing ZEUS, a portable, solid-core battery reactor for which it has assembled scaled fuel element hardware for thermo-mechanical testing.
Through its subsidiary NANO Nuclear Space it is developing the LOKI MMR, specifically optimised for space applications. Its HALEU Energy Fuel subsidiary is focused on establishing a domestic commercial pipeline for high-assay low-enriched uranium (HALEU) fabrication, while its Advanced Fuel Transportation subsidiary is dedicated to building the heavily regulated logistics infrastructure needed to safely transport nuclear materials. It is also pursuing data centre power delivery through a partnership with Tillman Global Holdings and is conducting due diligence and site evaluations in partnership with EHC Investment, to deploy microreactors across the Middle East.
Virginia-based IP3 Corporation, founded in 2016, will spearhead project origination, commercial development, infrastructure financing, and government engagement. Its focus is nuclear infrastructure development and financing. IPS (International Peace, Power & Prosperity) acts as an international integrator to help transition civilian nuclear power technologies globally. Its leadership consists heavily of high-ranking retired military officials (such as Rear Admiral Michael Hewitt), positioning IP3 as experts in national security, global infrastructure financing, and government engagement.
Cybernetic Intelligence, a New York-based start-up founded in 2025, brings specialised expertise in AI infrastructure, compute sovereignty, and direct access to potential defence, intelligence, and commercial compute customers. Cybernetic Intelligence was launched explicitly to build secure, vertically integrated high-performance computing environments. According to its PitchBook Profile, it specialises in distributed, mission-critical AI systems for military and industrial applications. While none of Cybernetic Intelligence’s founders have a personal military or defence background, they have intentionally built a business tailored entirely to national security. The leadership team consists of private infrastructure, finance, and technology entrepreneurs.
NANO Nuclear says: “The growing demand for secure, reliable and resilient power across AI, national security and computing and other critical infrastructure will create new applications for advanced nuclear technology beyond traditional utility-scale generation. The collaboration brings together complementary capabilities intended to help convert those opportunities into potential commercial projects.
The three companies intend to pursue an integrated development approach that connects advanced nuclear technology with identifiable energy demand, secure computing requirements, project development and potential access to capital. This is expected to include identifying potential end-users and host sites, assessing applicable regulatory and policy frameworks, developing project and feasibility materials, engaging potential financing and project partners, and evaluating the supply-chain and manufacturing capabilities required to support deployment.
They intend to jointly evaluate and pursue multiple potential commercial opportunities across the US and select international markets. “Areas under consideration include potential advanced reactor pilot programmes for military applications, energy-resilience solutions for defence and intelligence installations, sovereign AI and high-performance computing infrastructure, maritime nuclear applications, and strategic international energy and infrastructure projects.”
They intend to identify and initiate a mutually agreed pilot programme, selected based on factors including project readiness, strategic priority and available resources. “The pilot is expected to provide a framework for applying the parties’ combined nuclear, infrastructure development and secure computing capabilities to a defined deployment opportunity. Any pilot would be subject to a separate project-specific agreement establishing its scope, timeline, commercial terms and deliverables.” They also expect to evaluate potential host sites and end-users, engage relevant government agencies, regulators, financiers and infrastructure partners, and assess supply-chain, manufacturing, localisation and workforce requirements for potential deployments.
