Technical assistance on Dissimilar Metal Weld Fractures project, USA, advanced notice

29 January 2010

The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal (RFP) for a full and open competition for the project titled, “Dissimilar Metal Weld Fracture.”

The NRC intends to award a cost plus fixed fee type contract. The period of performance will be two years.

The primary objective of this contract is to receive technical assistance in obtaining experimental data on the stability characteristics of complex-shaped flaws in dissimilar metal (DM) welds. These experimental results will be used to determine if the current NRC analysis methodologies can be used to predict the load-carrying capacity of such pipe. NRC Standard Review Plan (SRP) 3.6.3 discusses Leak-Before-Break (LBB) assessment methodologies, describing a deterministic assessment procedure that can be used to demonstrate compliance with the 10CFR50 Appendix A, General Design Requirement (GDC) 4 requirement that the primary system pressure piping exhibit an extremely low probability of rupture (xLPR).

The RFP will be available on or about February 17, 2010 and the closing date for proposals will be approximately 45 days from the date the full solicitation is posted. The solicitation will be available solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation.
