The objective of this contract is to retain the services of a nuclear power expert who will inform Board staff about: . Nuclear power generation and CANDU operation generally; CANDU history and operation within OPG; CANDU operation in other jurisdictions; Pressurized Water Reactor and Boiling Water Reactor operation. The expert will review the payment amounts application, in particular nuclear operation benchmarking information, capital expenditure, and nuclear waste management evidence.

The expert will prepare written material to assist the Board with its processing of the payment amounts application.

Background:

The Board is required to set payment amounts for certain of OPG's generation facilities under section 78.1 of the Ontario Energy Board Act, 1998 (the "Act"). The prescribed facilities are: Sir Adam Beck I, Sir Adam Beck II, Sir Adam Beck Pump Generation Station, De Cew Falls I, De Cew Falls II (all of the foregoing being hydroelectric generating stations located in the Regional Municipality of Niagara), the R.H. Saunders hydroelectric generating station on the St. Lawrence River, Pickering A nuclear generating station, Pickering B nuclear generating station and Darlington nuclear generating station

The first payment amounts application was filed in November 2007 and the decision was issued in November 2008. The next payment amounts application is expected to be filed in March 2010.


Scope of Work:

The objective of this contract is to retain the services of a nuclear power expert who will inform Board staff about:

. Nuclear power generation and CANDU operation generally

. CANDU history and operation within OPG

. CANDU operation in other jurisdictions

. Pressurized Water Reactor and Boiling Water Reactor operation

The expert will review the payment amounts application, in particular nuclear operation benchmarking information, capital expenditure, and nuclear waste management evidence. The expert will prepare written material to assist the Board with its processing of the payment amounts application.

Proposed Schedule Tentative Dates:

Research and Preparation February - March, 2010

Review of Application April - May, 2010

Assistance with Interrogatories May - July, 2010

Participation in Conferences August - September, 2010

Support for Oral Hearing September - October, 2010

Assistance post-hearing November - December, 2010

The expert may require up to 800 hours to complete the required work.

EVALUATION OF PROPOSALS

Submission Requirements

To show evidence of the rated criteria, please discuss in your submission the following topics:

1. Summary of the nuclear power expert's experience in the Canadian nuclear power industry, knowledge of CANDU and OPG nuclear operations, and knowledge of the nuclear power industry;

2. Current résumé including at least three references (with full contact information); and

3. Hourly and per diem rates.
