Accident report slams Kepco over safety procedures

The final draft report of the Japanese Nuclear and Industrial Safety Agency's accident investigation committee into the fatal accident at unit 3 of Mihama nuclear station has found Kansai Electric Power Co's (Kepco's) failure to adequately enforce safety standards responsible.

The initial draft found that the accident at the plant in Mihamacho, Fukui prefecture, resulted from a failure to include damaged parts in a list of areas to be inspected, in addition to mechanical failures. However, later it emerged that Kepco's maintenance and quality guarantee system had apparently not functioned resulting in a failure to correct the flawed inspection system.

The final report will be submitted on 30 March.
