Zaporizhzhia NPP to remain under Russian ownership

The Zaporizhzhia NPP (ZNPP) in southern Ukraine is under Russian control and will remain so, Kremlin spokesman Dmitry Peskov said on 28 November. He was responding to a statement by Petro Kotin, head of Ukrainian nuclear utility Energoatom, who told TSN in an interview, "There are some signs showing that they [Russian troops] might be going to leave the Zaporizhzhia NPP. First of all, there have been a lot of publications in the Russian press saying that the Zaporizhzhia NPP could be left and handed over to the IAEA's control." However he also noted that there were currently no signs of the Russians leaving the plant. His comment, however, were widely reported in the Ukrainian and Western press. Also, Ukrainian presidential adviser Mykhailo Podolyak had said the previous day that he had no doubt Russian forces would leave the plant. "The defence line is starting to retreat to the borders of the Russian Federation," he told Ukrainian television, adding that Ukraine would take the plant back.

International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi was in the United States from 26-28 October to attend the IAEA’s International Ministerial Conference on Nuclear Power in the 21st Century in Washington DC. During his visit, he also briefed the United Nations Security Council in New York on what he described as the “extremely fragile and dangerous” nuclear safety and security situation at the Zaporizhzhia Nuclear Power Plant (ZNPP). The ZNPP site has been controlled by Russian forces since March. Until recently, operational decisions were taken by its Ukraine staff, but Russia has announced it has taken control of the facility and is now taking those decisions. In recent months the site has been beset with power outages caused by shelling, putting nuclear safety and security at the plant at risk.

Future of Belgium’s Doel 3 still unclear

Belgium’s Federal Agency for Nuclear Control (FANC) may consider postponing the closure of Doel NPP unit 3, according to Belgian press reports. On 14 September, it was reported that the Doel 3 would be permanently closed for decommissioning on 23 September. However, the issue has been topic of debate within the federal government in view of the growing European energy crisis.
Turkish construction company reinstated at Akkuyu NPP

IAEA team begins inspection of Zaporizhzhia NPP; Grossi leaves after a few hours

The International Atomic Energy Agency (IAEA) 14-member Support and Assistance Mission to Zaporizhzhia (ISAMZ) team of experts arrived at Ukraine's Zaporizhzhia NPP on the morning of 1 September after being delayed for several hours by shelling near the site. The IAEA said on Twitter that the team had arrived at the plant “to conduct indispensable nuclear safety and security and safeguards activities”. Reuters said its reporter saw the team arrive in a large convoy with a heavy presence of Russian soldiers nearby. Russia and Ukraine accused each other of trying to sabotage the team’s visit to the NPP, which is controlled by Russian forces but operated by Ukrainian staff.
Uganda Atomic Energy Council denies selection of site for NPP

The CEO and Secretary of Uganda’s Atomic Energy Council (AEC), Noah Deogratias Luwalira, said on 21 May that media reports indicating that Mpoma in Mukono District had been chosen as the site of Uganda’s first NPP. Uganda has not selected a site for the proposed plant, he stressed, adding that the Ministry of Energy and Mineral Development has not yet identified a site.
