Site preparation is underway for Canada’s first grid-scale small modular reactor (SMR) at Ontario Power Generation’s (OPG) Darlington nuclear site, with officials recently attending a ground-breaking ceremony. “With global businesses looking to expand in jurisdictions with clean and cost-effective electricity, small modular reactors will help compete for and attract more game-changing investments in Ontario’s economy,” said Ontario Premier Doug Ford. “Our government is getting it done and building the future of nuclear energy right here in Ontario to support the needs of our growing province.”

First part of geological survey completed at Temelin SMR site

Czech energy company ČEZ has said that experts have examined the subsoil at the planned site for a small modular reactor (SMR) at the Temelín Nuclear Power Plant, a few hundred metres from the road linking Hluboká and Týn nad Vltavou. On-site experts determined the type and integrity of rocks by measuring electrical resistances and monitoring the rate of seismic wave propagation from a special vibrating source. They verified the first results using 30-metre-deep wells.

Jamaica to include nuclear power in its energy mix

The Jamaican Government is looking to incorporate nuclear power in the country’s energy mix according to Minister of Science, Energy & Technology, Daryl Vaz. He added that it will be used as a medium to long-term option. “It is something that we believe that any country, like Jamaica, would have to think of for energy security, especially because it is [renewable],” Vaz said during a Heads of Science Round Table Discussion at the Ministry’s office in Kingston. He said the government “recognises the importance of science to nation building”, and that “it must become a way of life in Jamaica”.

Back-up power restored at Zaporizhzhia NPP

Ukrainian engineers have managed to restore back-up power to the Zaporizhzhia Nuclear Power Plant (ZNPP), a much-needed development after the plant lost all access to external electricity twice over the past week, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said on 14 October.

Idaho resumes waste shipments to US WIPP facility

Shipments of nuclear waste from the US Department of Energy’s (DOE’s) site in eastern Idaho to the Waste Isolation Pilot Plant (WIPP) near Carlsbad in New Mexico have resumed following three episodes that caused New Mexico officials to suspend them. A DOE official has told Idaho officials that the New Mexico Environment Department had approved shipments from the 2,300 km2 site, which includes the Idaho National Laboratory (INL).

Vogtle 3 starts nuclear fuel loading

US Georgia Power has announced that fuel load into the reactor core at unit 3 of the Vogtle NPP is underway, marking “a milestone toward start-up and commercial operation of the first new nuclear units to be built in the US in more than three decades”.

UKAEA and Tokamak Energy to collaborate on commercial fusion

UK Atomic Energy Authority (UKAEA) and Tokamak Energy have signed a framework agreement to enable closer collaboration on developing spherical tokamaks as a route to commercial fusion energy. The five-year agreement will take the form of joint technology development, shared utilisation of equipment and facilities and associated secondment of staff between the two organisations.

External power has been restored to Ukraine’s Zaporizhzhia Nuclear Power Plant (ZNPP), a few hours after its connection to the grid was cut for a second time in less than a week, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) has said.

Canada calls for proposals for CNRI programme

Canadian Nuclear Laboratories (CNL) has issued a call for proposals for the fourth round of its Canadian Nuclear Research Initiative (CNRI). CNL said the CNRI programme continues to grow, and this year has expanded to accept applications from Canadian universities, who are invited to submit project ideas that fall within this round’s designated focus areas.

Brookfield says nuclear is a clean, safe and mature source of power

Canada-based global asset management company Brookfield has released a White Paper titled “A New Dawn for Nuclear Power”. It says the worldwide drive to net zero “is shining a spotlight on nuclear, a clean, safe and mature source of electricity generation”. Nuclear power “is also gaining more support from policymakers and investors given its ability to promote energy security and energy independence”. These trends are driving a global push to extend the lives and increase the capacity of existing plants, as well as build new reactors with state-of-the art designs and technologies.

Shelling causes more damage to Zaporizhzhia NPP

Renewed shelling in the early hours of 21 September at the site of Ukraine’s Zaporizhzhia Nuclear Power Plant (ZNPP) damaged cables providing electricity to one of its six units, temporarily forcing the reactor to rely on emergency diesel generators for the power it needs for essential safety functions, the International Atomic Energy Agency (IAEA) was informed at the site by senior Ukrainian operating staff.

US DOE identifies coal plant sites that could convert to nuclear

The US Department of Energy (DOE) has released a 127-page report, “Investigating Benefits and Challenges of Converting Retiring Coal Plants into Nuclear Plants”, identifying 157 retired coal plant sites and 237 operating coal plant sites as potential candidates for a coal-to-nuclear (C2N) transition. The study, conducted by Argonne National Laboratory, Idaho National Laboratory, and Oak Ridge National Laboratory, sponsored by DOE’s Office of Nuclear Energy, said 80% of the identified plants were good candidates to host advanced small reactors.

The International Atomic Energy Agency (IAEA) has been informed that Ukrainian engineers have made further headway in repairing vital power infrastructure in the vicinity of the Zaporizhzhia Nuclear Power Plant (ZNPP), providing the plant with renewed access to a third back-up power line.

Japanese fuel fabrication plant to resume activity

Mitsubishi Nuclear Fuel Co (MNF), a subsidiary of Mitsubishi Heavy Industries Ltd, has announced that it intends to resume production of pressurised water reactor (PWR) fuel at its Tokai plant after receiving approval from Japan’s Nuclear Regulation Authority (NRA). MNF said it had applied to NRA for a pre-use inspection of processing facilities in July 2018 and a pre-use confirmation application in August 2020. “We are pleased to inform you that we have received a pre-use inspection pass certificate and a pre-use confirmation certificate from the same committee on the same day.”

IAEA’s Grossi addresses NPT review conference

Addressing the opening session of the Tenth Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi said: “We cannot build a more secure world with more nuclear weapons in existing arsenals and if more countries seek to acquire them.” His ten-minute address, covered global threats to international security, the growing role low-carbon nuclear power is expected to play in meeting the world’s energy and climate needs, the threats to nuclear safety in the war in Ukraine and the use of nuclear technologies for peaceful purposes globally.

Organisation of Canadian Nuclear Industries receives funding for Ready4SMR Programme

The Organisation of Canadian Nuclear Industries (OCNI) has announced that it has received support to help launch its Ready4SMR Program from the Government of Canada, through the Atlantic Canada Opportunities Agency (ACOA). OCNI is receiving over $786,250 in funding to develop and implement a Ready4SMR program in New Brunswick.

Canadian Nuclear Laboratories and ARC Canada to advance fuel development

Canadian Nuclear Laboratories (CNL) has announced that it has entered into a collaboration agreement with New Brunswick-based ARC Clean Energy Canada, which is working to develop and licence its sodium-cooled advanced small modular reactor (SMR) technology. The agreement, funded through CNL’s Canadian Nuclear Research Initiative (CNRI), includes work to advance the fuel development and manufacturing processes to produce fuel for ARC Canada’s technology.

Installation of Brest-300 reactor base to begin

The builders of the Pilot Demonstration Energy Complex (ODEK) at the Siberian Chemical Combine (SCC), part of Rosatom’s fuel company (TVEL), will begin installation of the base of the Brest-300 reactor in September, according to Sergey Kotov, general director of the SCC. The base - a steel plate weighing 160 tons and 26 metres in diameter - will be delivered from St Petersburg through the Baltic along the Northern Sea Route.

UK regulators of fusion R&D to retain responsibility for fusion energy

Future fusion energy facilities will continue to be regulated by the Environment Agency (EA) and Health & Safety Executive (HSE), the UK government has confirmed. In October 2021, the government opened a consultation to seek views from the public, industry, academia and other stakeholders after publishing a Green Paper on its proposals for fusion regulation. Its response to the consultation is now available on the Department of Business, Energy & Industrial Strategy (BEIS) website.
