Russia and Equatorial Guinea have signed a strategic memorandum of understanding (MOU), establishing a formal framework for peaceful nuclear energy cooperation. The agreement was signed at the Rosatom headquarters in Moscow by Nikolai Spassky, Rosatom’s Deputy General Director for International Activities, and Simeon Oyono Esono Angue, Equatorial Guinea’s Minister of State for Foreign Affairs, International Cooperation & Diaspora Affairs.
Under the agreement, working groups comprising dedicated bilateral teams will be established to explore civilian atomic technology opportunities. Initiatives will be developed for both nuclear power generation and non-energy applications, such as nuclear medicine and agricultural technology. Russia will provide specialist training, providing academic programmes and professional development to build a native workforce for Equatorial Guinea’s emerging nuclear sector. Education initiatives will seek to foster positive public perception of civil nuclear technologies.
The MOU followed high-level bilateral talks held in Moscow between Simeon Oyono Esono Angue and Russian Foreign Minister Sergey Lavrov. Beyond energy, the two nations discussed expanding military-technical ties and security. The deal underscores Russia’s ongoing strategy to expand its economic, technological, and infrastructure partnerships throughout Africa.
