Rosatom has approved the construction schedule for units 1&2 of the Primorsky NPP. The relevant document was signed by Rosatom’s First Deputy General Director for Atomic Energy, Andrey Petrov. The decision to expedite the commissioning of two power units for the Primorsky NPP by 2035 was part of a Presidential order on the accelerated development of the Far Eastern Federal District.

It is planned to build two VVER-1000 reactor units along with two 200 km-long 500 kV transmission lines. Pouring of first concrete for unit 1 is planned for December 2027 with commissioning set for 2033. Commissioning of unit 2 will follow in 2035.

The Government of the Primorsky Territory has agreed on a declaration of intent to invest in the construction of the plant and has identified several possible sites for its location. According to a preliminary analysis, the most promising site is near the closed city of Fokino. The final selection will be made after developing a justification for investment in the project It is planned to hold public hearings on the site by the end of this year.

On the sidelines of the recent St Petersburg International Economic Forum (SPIEF-2025), Rosatom Director General Alexey Likhachev noted: “By 2042, we need to build even more energy capacity than we currently have in Russia, and do this in a short period of time – some 17-18 years. This includes 30 GW of electricity and about 40 units.”

Currently nuclear utility Rosenergoatom is constructing six new high-power power units with VVER-TOI and VVER-1200 reactors at the Kursk, Leningrad and Smolensk NPP sites to ensure a systematic increase in the share of atomic energy in the energy balance of Russia to 25% by 2045. In total, by 2042, it is planned to commission 38 new units with a total capacity of 29 GWe, including in eight new regions – the Urals, Siberia and the Far East.
