Short description of the contract or purchase(s)

The Norwegian Radiation Protection Authority is announcing an assignment to evaluate the completed Norwegian financed projects for dismantling of Russian nuclear submarines. The projects were financed by the Ministry of Foreign Affairs’ nuclear action plan with the main aim being to contribute to reducing the risk of radioactive pollution from sources in North West Russia. The assignment which is now being announced has two main aims; evaluating the environmental benefits of dismantling four nuclear submarines as well as evaluating the actual project follow up for one of the nuclear submarines. Project follow up from the Norwegian side for the completed submarine dismantling was carried out by a Norwegian project manager. The dismantling project was planned and carried out by Russian actors.

CONDITIONS RELATING TO THE CONTRACT

Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them

The works are to be invoiced together or in parts, with 30 days payment deadline, as agreed, but not more frequently than monthly.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded

Only one company/one legal subject can be awarded the assignment and be the contract party. The use of sub suppliers for primary professional assignments during the assignment is not allowed, such assignments shall only be carried out by persons employed in the company that is awarded the contract.

CONDITIONS FOR PARTICIPATION

I)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if requirements are met: (1) Company registration certificate.

(2) Value added tax certificate (national requirement).

(3) Company tax certificate (national requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Information and formalities necessary for evaluating if requirements are met: (1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

(2) Presentation of the company’s annual accounts, or extracts thereof.

(3) Statement of the company’s turnover, of relevance to this contract, for previous years.

Technical capacity

Information and formalities necessary for evaluating if requirements are met:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts);

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);

(3) A statement of the quality assurance/quality control system operated by the company.

Personnel with relevant professional competence must be earmarked for the assignment as a team or for the various parts of the work. Among these the following professional competence must be included, amongst other things:

— University education or higher education at master degree level within the relevant milieu/scientific subject with a view of the actual radioactive waste’s distinctive character (submarines etc),

— Higher education within management/project management,

— Experience and capabilities as stated in the tender invitation etc.

The most economically advantageous tender in terms of the criteria stated in the specifications, in the invitation to tender or to negotiate or in the descriptive document
