Construction licence for Finland’s Hanhikivi-1 NPP expected in 2019

Russian state nuclear corporation Rosatom and its Finnish partner Fennovoima expect to receive a construction licence for the Hanhikivi-1 NPP in Finland in 2019. Earlier, Rusatom Energy International, which manages Rosatom’s foreign NPP projects, had said it expected to obtain the licence in 2018, although Fennovoima made clear that the licence should not be expected until 2019. Preparatory work is meanwhile continuing at the site in Finland’s Hanhikivi peninsula, in the municipality of Pyhajoki. Agreement to build the plant was signed by Russia’s Rusatom Overseas (part of Rosatom) and Fennovoima in December 2013 and a 10-year fuel contract was signed with Russian fuel company TVEL later that month. In summer 2015, Fennovoima applied for a construction licence with the Finnish authorities after it acquired a more than 60% share in the project. The plant, with one Russian-designed VVER-1200 pressurised water reactor, is expected to be commissioned in 2024. On late September, Finnish construction company Lehto Group has signed a preliminary agreement with Fennovoima for construction of an administration building and plant office at the Hanhikivi site. The final agreement for the turnkey contract - worth some €30 million ($35 million) - will be signed by the end of the year.
