Lungmen 1 has met government safety checks, according to media reports from a Taiwan Ministry of Economic Affairs press conference.
It said that results of reviews of 126 systems at unit 1 would be passed to regulator the Atomic Energy Council in September.
The plant had been planned to start generation in 2015.
Taiwan Power Co has proposed a plan to keep the plant, which has nearly finished construction, in care and maintenance for three years until a public referendum is held; the costs for 2015 would be NT $1.3 billion, or US 43.3 million, according to news channel Focus Taiwan.
The two-unit ABWR-based plant has always been controversial, but public criticism of it has increased since Fukushima.
