The Ministry of Energy of Belarus intends to prepare a framework agreement with Rosatom in 2026 for the construction of a third power unit at the Belarusian NPP (BelNPP), according to Energy Minister Denis Moroz.
“In accordance with the instructions of the head of state [Alexander Lukashenko], we have begun to study the issue of implementing the development of nuclear energy in Belarus in the form of a third unit at the Belarusian Nuclear Power Plant,” he said in an interview with the First Information TV channel. “To begin implementing this project, we need to prepare a package of documents. We are starting to develop a certain framework agreement with state corporation Rosatom, which will stipulate the technical and economic conditions for the implementation of this project,”
Moroz said a joint working group had been created by the Energy Ministry and Rosatom to develop the agreement. He added that the group has already held several meetings, during which all issues are being studied in detail. In the near future, it is planned to prepare a framework document, as well as to develop and send a detailed plan to the government. It will include a programme of action for all government bodies involved in the construction of the nuclear facility.
Speaking about plans for 2026, Moroz emphasised that the main goals will be the formalisation of a framework agreement, preparation for signing a contract and concluding an intergovernmental agreement between Belarus and Russia as a supplier of technologies for the construction of this facility.
The first nuclear power plant in Belarus was built near the city of Ostrovets, Grodno region, according to the standard NPP-2006 Russian project. The general contractor was the Atomstroyexport company (part of Rosatom). Unit 1 was incorporated into the combined power system in November 2020 and entered commercial operation in June 2021. Unit 2 was included in the country’s unified power grid in May 2023 and entered commercial operation the following November.
At the end of December 2025, the Belarus Energy Minister announced introducing a third nuclear unit into the energy system in 2035-2038 was being discussed.
