Ontario Power Generation (previously Ontario Hydro) had its work cut out when it announced a recovery programme in 1997 that was to “address the major deficiencies in its nuclear operations”. Competition legislation had startled the company into a clean-sweep of ailing management, safety and maintenance systems at its Pickering, Darlington and Bruce plants that was to cost C$1.7 billion and take three years.
