Expressions of interest are sought for bidders for direct research portfolio (DRP) and strategy support framework.

Background.

Research and Development (R&D) is a supplemental function as specified in the Energy Act 2004. As such NDA is required to promote and, where necessary, carry out research in relation to its primary function of decommissioning and clean-up. Our R&D strategy is that, where possible, R&D is undertaken by the site licence companies (SLCs) and their supply chain. Where necessary, the NDA will maintain a strategic R&D programme, the direct research portfolio (DRP). The DRP focuses primarily on targeted, estate-wide R&D needs, risk and opportunities to inform and develop strategy, encourage innovation and support key technical skills. Previous projects have ranged from desk-based reviews through to experimental projects involving radioactive materials (see direct research portfolio annual technicals reports for futher details e.g. http://www.nda.gov.uk/documents/upload/Research-and-Development-Direct-Research-Portfolio-Annual-Report-2010-11.pdf).

Underpinning of strategic options will focus principally upon technical areas but is likely to also include policy, financial, security, safety, environmental research. Peer review capability for its strategies and support to appropriate technical groups may also be required.

The following four framework contracts will be awarded on completion of the bidding process:

Lot 1 – university interactions – single supplier framework agreement – anticipated framework value of up to 1 000 000 GBP per annum.

Lot 2 – integrated waste management – multi supplier framework agreement – anticipated framework value is between 1 000 000 GBP and 2 000 000 GBP per annum.

Lot 3 – site restoration – multi supplier framework agreement – anticipated framework value is between 1 000 000 GBP and 2 000 000 GBP per annum.

Lot 4 – spent fuel & nuclear materials – multi supplier framework agreement – anticipated framework value is between 1 000 000 GBP and 2 000 000 GBP per annum.
