Kozloduy Nuclear Power Plant (KNPP), hereinafter referred to as the Employer, intends using a grant received from the Kozloduy International Decommissioning Support Fund, administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the Supply and Installation of Size Reduction and Decontamination Workshop.

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on the European Bank for Reconstruction and Development website on 07 August 2009 and the Bulgarian newspaper Monitor on 07 August 2009.

The Employer now invites sealed tenders from Contractors for the following Contract to be funded from part of the grant:

A Supply and Installaton of Plant and Equipment Contract for a Size Reduction and Decontamination Workshop. Overall the Contractor’s scope is to provide to the Employer: the design, analysis, engineering, construction, supply of materials, supply, installation and testing of systems, equipment, components, provision of associated services and other required items needed to provide a safe, complete, licensed and operational facility.

The estimated contract award is September 2010. The works shall be completed in no more than 36 months after Contract award.

The tenderer must demonstrate experience as a Prime Contractor for the successful completion of at least 1 (one) new build size reduction and decontamination processing facility or 2 (two) other facilities of a similar size and complexity within the last 10 (ten) years on a nuclear licensed site.

Procurement will be carried out in accordance with the Bank’s Procurement Policies and Rules. Tendering for the contract is open to firms from eligible countries, as of 1st March 2010 which are: EU member states, Switzerland and the EBRD’s countries of operation.

The proceeds of the Grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers will have to demonstrate to the Employer that they substantially satisfy the requirements detailed in the Instructions to Tender and Tender Data regarding its recent relevant experience and capabilities to provide such systems and equipment and associated services.

The tender documents will be dispatched promptly by email and by courier at the first opportunity, but no liability will be accepted for loss or late delivery.

All tenders must be accompanied by a tender security of €200,000 (two hundred thousand Euros).

Tenders must be delivered to the office at the address below on or before 12.00hrs (Midday) (local Bulgarian time) on Tuesday 15th June 2010. On the same day (Tuesday 15th June 2010) at 14.00hrs (local Bulgarian time) they will be opened in the presence of those tenderers’ representatives who choose to attend.

Tenders delivered after this deadline will be rejected and returned unopened.
