Short description of the contract or purchase(s)

The tender comprises, upon submission of the tender, the provision of a technical concept outlining the realisation, detailed planning, supply, installation, commissioning, performance-testing and acceptance of a fully operational detection system based on video image analysis for the continuous detection of people outdoors, for a nuclear plant in Safety Category 1, pursuant to the requirements of the specifications for each phase. Supply, installation, commissioning and acceptance of a fully operational video management system pursuant to the requirements of the specifications for each phase. Decommissioning, dismantling and disposal of parts of the ITU's existing detection and CCTV systems.

The invitation to tender covers the entire project. The project shall be executed during 3 separate phases, presented as follows.

Phase 1: involves the continuous detection of people outdoors in a detection zone at the perimeter fence, site supervision and perimeter surveillance taking into consideration the maximum false alarm rates specified by the authorities, system availability and establishing the in-service performance after 1 year.

Phase 2: also includes the detection of people in a detection zone at the perimeter fence, in the same circumstances as in Phase 1. However, Phase 2 only needs to be carried out if the first phase has been completed, after successful acceptance by the experts appointed by the nuclear supervisory authority, the Baden-Württemberg Ministry of the Environment, Climate Protection and the Energy Sector.

Phase 3: also includes the detection of people, in the same circumstances as in Phase 1, although in other areas, and the supervision of the outer perimeter of buildings and of plant components on the ITU's premises. Phase 3 is optional and the contracting authority reserves the right not to carry it out. Phase 3 will be carried out only if Phases 1 and 2 have been completed and successfully accepted by the experts appointed by the nuclear supervisory authority, the Baden-Württemberg Ministry of the Environment, Climate Protection and the Energy Sector.

Total quantity or scope: Supply and installation outdoors of a fully operational detection system based on video image analysis and a fully operational video management system in compliance with the false alarm rates stipulated in the specifications, and dismantling of the existing systems.

Estimated value excluding VAT: Between 1 700 000 and 2 000 000 EUR
