This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 22 June 2010.

Federal State Unitary Enterprise "Federal Centre for Nuclear and Radiation Safety" (FSUE FCNRS), hereinafter referred to as "the Employer", intends using part of the proceeds of the Northern Dimension Environmental Partnership Fund (NDEP) grant administered by the European Bank for Reconstruction and Development, hereinafter referred to as "the Bank", towards the cost of System for Handling and Transport of SNF at Andreeva Bay (North-West Russia, Kola Peninsula).

The Employer now invites sealed tenders from contractors for the Construction and Commissioning of Accumulation Pad contract to be funded from part of the proceeds of the Grant Implementing Agreement No. 007:

Provision of construction Works and commissioning of an accumulation pad at Andreeva Bay (North-West Russia, Kola Peninsula), provision of all superintendence, labour, Plant, Materials, Contractor's Equipment and Temporary Works, including commissioning, training, handover to the acceptance committee and remedying of any defects during the defects notification period. The following Works shall be carried out:

• construction of an Accumulation Pad for storage for SNF shipment casks;

• installation of a sanitary pass at the entrance to the Accumulation Pad (using an existing sanitary pass supplied by the Employer);

• installation of engineering networks and communications systems;

• construction of vehicle access and site improvements works;

• installation of a rail line on the territory of the Accumulation Pad, its connection with the existing rail track between the Accumulation Pad and the pier;

• start-up, personnel training, acceptance trials and participation in commissioning of the Accumulation Pad.

Construction of the Accumulation Pad will require installation of equipment (overhead crane and rail-mounted trolley system) procured by the Employer under separate contracts. The procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the NDEP rules. The Project is financed with the proceeds of the NDEP grant which is administered by the Bank and procurement for this contract is limited to goods and services produced or supplied from the EBRD's Countries of Operation, EU member states, Norway, Canada and Russian Federation.
