Fuel was loaded into Kalinin 3 on 2 October, marking the initial start-up of the unit. Meanwhile, an upgrade to Kursk 2, a first-generation RBMK, has enabled it to operate without the 70% power restrictions imposed by the Soviet government in 1990 over international safety concerns.
