The U.S. Nuclear Regulatory Commission (NRC) intends to issue two Request for Proposals (RFPs) for environmental work: one that will be competed under full and open competition procedures (NRC RFP-41-10-013) and one that will be competed as a small business set aside (NRC RFP-41-10-014). THIS PARTICULAR SYNOPSIS PERTAINS TO NRC RFP-41-10-014 WHICH WILL BE CONDUCTED AS A SMALL BUSINESS SET-ASIDE.

The purpose of this procurement is to obtain technical assistance on a task ordering basis, to support the Nuclear Regulatory Commission (NRC) staff in conducting environmental and safety reviews for fuel cycle facilities and conventional and in situ recovery uranium recovery facilities. The contractor shall support the NRC staff in preparing Environmental Impact Statements (EISs); supplemental EIS (SEISs), and Environmental Assessments (EAs).

The contractor shall also support the NRC staff in conducting consultation activities with tribes, states, and other Federal agencies as applicable; and support technical analysis related to environmental justice, endangered species, historical preservation, health physics, ecology, hydrology, geology, risk assessment, air quality, land use, socioeconomics, and cost-benefit analysis. In addition, support may be needed to facilitate public meetings, assist in adjudicatory hearings, and other aspects associated with preparation of environmental documents as identified in NUREG-1748.

The Request for Proposal (RFP) will be available on or about April 2, 2010 and the closing date for proposals will be approximately 30 days from the date the full solicitation is posted. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The North American Industry Classification System code is 541620 - Environmental Consulting Services. The size standard for this procurement is set forth under this NAICS code. The FedBizOpps system includes the capability to join and view a published list of vendors interested in this solicitation.
