The Contractor shall provide personnel with specific technical and scientific expertise to assist the NRC’s Office of International Programs (OIP) staff in providing a continuous and uninterrupted transfer of nuclear-related assistance to select countries of the Commonwealth of Independent States, the Middle East, Europe, Latin America, Africa and Asia.

The personnel shall possess technical and scientific expertise applicable to nuclear safety and security regulations, including operating nuclear power plants, nuclear power plants planned or under construction and radioactive sources, materials and waste.

Specific activities the Contractor may be asked to support include: program planning and management; development of a country-specific legal basis needed for regulatory oversight of new and/or existing nuclear power plants; development of model and/or country-specific regulatory requirements covering the design, licensing, construction and operation of new or existing nuclear power plants; review and development of regulatory, legislative and technical bases for oversight of nuclear and radioactive materials and waste; development of a national database (registry) of radioactive sources; enhancing day-to-day oversight of radioactive sources; and coordination of ongoing and/or planned assistance-related activities.

The proposed contract will contain one three-year base period with one two-year option period.

The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website; therefore, interested parties shall not send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties shall be responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government shall not reimburse interested parties for any costs associated with responding to this solicitation.

The size standard for this acquisition is an average of $4,500,000.00, as set forth under NAICS code 541330. This RFP is being set-aside for certified 8(a) vendors only.

The NRC’s requirement, “International Nuclear Regulatory Safety and Security Assistance,” is a new effort that is similar to current agency requirements. Due to multiple inquiries regarding incumbent contractors, the NRC is hereby providing the Contract Number, Award Date, Contractor Name and Total Award Amount of the agency’s current active contracts for similar procurements.
