In November 1999, the Bulgarian Government and the European Commission signed an Understanding in which the Bulgarian Government undertook a firm commitment to close and decommission Units 1 - 4 of the Kozloduy Nuclear Power Plant (KNPP) at the earliest possible dates. A Project Management Unit has been established and is in operation on the KNPP site to manage the projects notified below. There are a number of projects covering, decontamination, radwaste management and demolishion.

Complex Vehicle Weighbridge for KNPP Units 1-4

This project is for the provision of a Complex Vehicle Weighbridge for KNPP to enable logging of material weight as it leaves the KNPP site to ensure that the road transport regulations are complied with. The Weighbridge should use load-cell technology. The contractor shall design, supply, install and commission the Weighbridge at the KNPP location itself. The contractor will also provide operator training.

The expected duration of the contract implementation is nine calendar months.

Supply of different types of containers for transport and storage of materials resulting from dismantling works

The purpose of this project is the supply of containers for transport and site storage of materials and wastes resulting from the dismantling works. A Feasibility Study on the optimal packages for the materials and wastes associated with the dismantling of equipment and systems during the Decommissioning of Units 1-4 of KNPP is being carried out.

The expected duration of the contract implementation is twelve calendar months.

Size Reduction Areas in Turbine Hall

Two areas will be organized under this project. They are intended for size reduction of equipment dismantled from the Turbine Hall. They will be equipped with manually and remote controlled machines for size reduction, suction ventilation equipment and laboratory for surface contamination monitoring.

This project is to be separated into three separate contracts:

o Supply of cutting machines

o Supply of transport equipment, work benches, tool cabinets, etc

o Supply and installation of ventilation ducting

The expected duration of each contract implementation is three calendar months.

Supply of Hand Operated Equipment for Size Reduction and Decontamination Active Workshop

Tools for manual cutting and size reduction (manual saws, electrical saws, drilling machines, electrical screwdrivers, angle grinders, etc) will be procured under this project.

The expected duration of the contract implementation is six calendar months.

Dismantling and Decontamination Tools and Equipment

This project is for supply and installation of technologies, tools and devices for the dismantling and decontaminating process in Turbine Hall, Reactor Buildings and Auxiliary Buildings at KNPP Units 1-4. This will include equipment for fragmentation and decontamination workshops, for dismantling of civil structures other than buildings, e.g. foundations, concrete tanks, etc., as well as free release facilities to monitor waste.

The expected duration of the contract implementation is twelve calendar months.

Implementation of New Pipelines

This project comprises the supply of materials for the connections between the new heat generation plant and the existing system for Heating and House Load Steam.

The project will be divided into three Lots:

o Pipes and fittings

o Valves

o Hangers

The expected duration of the contract implementation is three calendar months.

Construction of Heat Generation Plant

As part of the physical separation of infrastructure of Units 1-4, an independent source of steam and heat will be required. This source will be powered up only if both units 5 and 6 are shut down temporarily for maintenance purposes. However it will have to have enough capacity to cover the heating needs of KNPP Site and support the heating loop of Kozloduy town. The Heat Generation Plant will use gas as a source of fuel.

The expected duration of the contract implementation is thirty-six calendar months.

Elaboration of Environmental Impact Assessment for Heat Generation Plant

An Environmental Impact Assessment for the Heat-generation plant to be built is required and it is to be performed by an independent consultant.

The expected duration of the contract implementation is fifteen calendar months.

Decay Storage Site for Transitional Radioactive Waste

This project is for the design, construction, testing and commissioning of a site for temporary storage of transitional radioactive waste. These waste will have been processed through a free release measurement system and determined to be unsuitable for immediate free release and will therefore be stored for decay and subsequent re-monitoring.

The expected duration of the contract implementation is twenty-two calendar months.

Information Centres for Decommissioning

The existing information centre at Kozloduy NPP, Kozloduy Cultural Community Centre and KNPP Sofia Office are to be developed to include Information Centres for Decommissioning. The project will identify new media forms, models and equipment required and manage the procurement of these.

The expected duration of the contract implementation is nine calendar months.

Site for Conventional Waste from Decommissioning

During the dismantling of the Turbine Hall, Auxiliary Buildings and non-contaminated parts of the Reactor Building a significant quantity of solid waste will be generated. It is expected that a large quantity of these wastes will be released from regulatory control.

This project is for the design, construction, testing and commissioning of a site for the storage of conventional waste from decommissioning of KNPP Units 1 – 4, its location is to be determined by KNPP.

The expected duration of the contract implementation is nineteen calendar months

Inventory, Treatment and Conditioning of Contaminated Soil

This project is to carry out a survey of the KNPP decommissioning site and provide an inventory of contaminated ground. Following this, suitable methodology and equipment to allow remediation will be procured

The expected duration of the contract implementation is twenty-four calendar months.

Concrete Core Sampling Analyses

This project is for the provision of services of a specialist contractor to carry out core sampling and analysis of concrete structures, e.g. the reactor pond walls and other structures which come into contact with contaminated water to determine the depth of any contamination to allow the decommissioning of the structures to be accurately planned.

The expected duration of the contract implementation is ten calendar months.

Asbestos Removal Equipment

This project is for the supply of equipment and materials for KNPP personnel to safely remove and store asbestos material from the Turbine Hall, Reactor Building and other buildings on KNPP site during decommissioning. This will also include the training of KNPP personnel in the required techniques and procedures to undertake the asbestos abatement.

The expected duration of the contract implementation is three calendar months.

Equipment for Demolishing Structures inside the Turbine Hall, Ancillary Buildings and Reactor Buildings

This project is for the supply of equipment for internal cutting, demolition and processing of reinforced concrete structures within Turbine Hall, Reactor Building and Auxiliary Buildings at KNPP Units 1-4.

The expected duration of the contract implementation is three calendar months.

Waste Backlog Treatment

This project is for the supply of equipment for the retrieval and treatment of the accumulated quantities of radioactive sludge at Units 1-4 of Kozloduy NPP.

The expected duration of the contract implementation is twelve calendar months.

Development of management options for the storage of very low level radioactive waste

This project is for the elaboration of options and assistance in the selection of the best methodology for storage of very low level radioactive waste at the Kozloduy NPP site. It will develop the concept and selection of the methods for the disposal, taking into account existing facilities and suitable sites at the Kozloduy NPP; and develop design documentation, Safety Analysis and Environmental Impact Assessment Reports.

The expected duration of the contract implementation is eighteen calendar months.

DETAILS:

The estimated total budget for the above projects is 58,000,000 Euros.
