This Invitation for Tenders follows the General Procurement Notice for this Project, which was published in the European Bank for Reconstruction and Development (EBRD) web site, Procurement Opportunities, 16 January 2009.

The State Specialised Enterprise “Chernobyl NPP”, hereinafter referred to as “the Employer”, intends using part of the proceeds of the Chernobyl Shelter Fund grant(s) being administered by the EBRD (the Bank) towards the cost of the Shelter Implementation Plan Project.

The Employer now invites sealed tenders from potential contractors for the following Contract to be funded from part of the proceeds of the grant(s):

The provision of all labour, maintenance, supervision, equipment, materials and transportation means and all other things, whether of a temporary or permanent nature, required to design, execute and complete the works regarding the design, the construction of a protective structure, access roads, utilities and the installation of Employer provided measuring unit equipment for Object Shelter RAW (Solid Radioactive Waste) Characterization. This task shall include remedying of any defects during the period of responsibility, all as specifically set forth in the Employer’s Requirements and in strict accordance with all requirements of the Contract Documents.

Contracts to be financed with the proceeds of the grant(s) will be subject to the Bank's Procurement Policies and Rules and will be open to firms eligible under the Chernobyl Shelter Fund only*. The proceeds of the grant(s) will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Employer's country.

Eligible countries as of 16 January 2009 are: Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, Kuwait, Luxembourg, Netherlands, Norway, Poland, Portugal, Spain, Sweden, Switzerland, Ukraine, UK, USA, and the EBRD countries of operation.

Tender Documents may be obtained from the office at the address below, upon payment of a non-refundable fee of US$ 100 or the equivalent in Ukrainian Hryvnya or equivalent amount in freely convertible currency (including Euro). If requested in writing by a potential tenderer, the Tender Documents will be promptly despatched by courier; however, without liability for loss or timing of delivery.

Payment can be made in person (Ukrainian Hryvnya or US Dollars) by contacting the SIP PMU’s Financial Management Office at the address below; or payment can be made by bank transfer to the PMU Consortium’s bank account, as indicated below.

All bank drafts must be confirmed by submitting a bank receipt of payment to the Employer’s Representative.

Tender Documents will not be released without proof of payment.

All Tenders must be accompanied by a Tender Security in the sum no less than three thousand five hundred US Dollars ($3,500.00), or the equivalent thereof in Ukrainian Hryvnya or any freely convertible currency (including EURO).

Tenders must be received at the office indicated below by 2:00 p.m. (local time Kiev), 13 August 2009 or earlier, immediately after which time they will be opened in the presence of any Tenderers’ representatives in attendance.
