There has still not yet been any agreement between Southern Energy and Vattenfall about the sale of E.ON's 49% share in Bewag. Southern has offered a new syndicate agreement about the administration of Bewag to Vattenfall and HEW to create a large fourth electricity group in Germany besides RWE, E.ON and EnBW. HEW is, however, hesitating to agree and has already prepared a strategy for takeover bids of VEAG.
